Introduction
USU’s General Policy for the 2016-2021 period is based on the Three Pillars (Tri Dharma) of Higher Education following the vision and mission of Universitas Sumatera Utara, which is used as an orientation in the implementation of USU's educational development as a Legal-Entity Higher Education Institution. USU's vision is to become a university that has academic excellence as a barometer of scientific progress that can compete at the world level;
USU's mission is to organize autonomy-based higher education, which is a forum for the development of the character and professionalism of human resources based on empowerment that contains the spirit of democratization of education that recognizes plurality with an educational orientation that emphasizes the aspects of finding alternatives to solving actual problems based on scientific, moral, and conscientious studies.
Academic Fields
- Producing graduates who become agents of change as a force of modernization in the life of the wider community, who have assertive scientific, relevance, and competitiveness competency, as well as ethical intellectual behavior;
- Implementing, developing, and improving education, research culture, and community service programs to improve academic quality by developing superior knowledge, which is beneficial for changing the lives of the broader community for the better;
- Developing the potential of students to become human beings who have faith and piety in Almighty God and have a noble, healthy, knowledgeable, capable, creative, independent, skilled, competent, and cultured character for the benefit of the nation;
- The main task of USU’s Lecturers is to produce qualified graduates who can develop science, technology, humanities, and arts, based on religious morals and can compete at the national and international levels;
- USU realizes adaptive, creative, and proactive independence to community demands and development challenges, both nationally and internationally;
- USU provides space for community participation in the implementation and quality control of higher education services and provides access to underprivileged communities;
- Improve skills in developing expertise in the scientific field of each academic and supporting staff and package it in a form ready to be implemented by the Legal-Entity Higher Education Institution concept by developing the idea of a link-and-match program.
Non-Academic Fields
Organization and Governance
- Obtaining legal certainty that realizes public autonomy and accountability in developing Universitas Sumatera Utara per the change in its status as a Legal-Entity Higher Education Institution regulated in the Laws and Regulations;
- Restructuring, repositioning, and revitalizing all aspects of the university's organization so that a new civil service system is formed under the concept of a Legal-Entity Higher Education Institution;
- Develop and implement and continuously improve the quality of the management system to create an organization with a reliable and good governance system as a form of developing existing regulations following the needs of internal competition and teamwork in USU development; and
- In line with the increasing autonomy of USU by its status as a Legal-Entity Higher Education Institution, USU must design and implement good university governance with national and international accreditation standards.
Human Resources
- Develop and implement a human resource management system under the concept of Legal-Entity Higher Education Institution;
- Planning, recruiting, and developing practical, efficient, and equitable human resource management that is loyal to growing the organization of Universitas Sumatera Utara;
- Creating a conducive culture for all students, academic staff, and supporting team to work and achieve;
- Providing a reward and sanction system with an effective and efficient performance management system; and
- USU's human capital and physical assets are used for tri-dharma activities to create adding value that benefits the community and USU to be sustainable.
Finance
- Develop and implement an integrated and transparent financial management system based on the principles of good university governance, following the concept of a legal-entity higher education institution;
- Organize and manage proper and equitable education financing with a standard financial accounting system based on the principles of transparency and accountability and announced in the media, one of which is the USU’s website;
- Exploring various sources of funding to create an increase in the amount and basis of funding for financing the implementation of adequate management, operations, and investments to support the functioning of the university's internal control system as a modern and well-developed educational institution;
- Realizing a significant source of endowment funds for the development of the university through cooperation with alums, industry, and other non-binding parties;
- Budget allocation to USU’s units is carried out on a performance basis, and each unit needs to be cost-aware in determining its activities for the needs of the Three Pillars of Higher Education;
- University financial managers apply accrual-based accounting; and
- Financial statements are prepared under applicable financial accounting standards.
Quality Assurance
- Develop a quality assurance system for education, research, and community service programs per national and international accreditation standards;
- Implementing a quality management system in all academic and non-academic units within the university to be able to produce the best graduates, research products, and services to provide adding value to stakeholders' needs, following national or international accreditation standards; and
- Monitoring and evaluating the improvement of the quality of education and teaching, research, and community service by national and international accreditation standards.
Facilities and Infrastructure
- Complete data collection (inventory) and legal certainty of all assets of Universitas Sumatera Utara under the concept of legal-entity higher education institute;
- Strengthen mapping and long-term master plans per the needs of teaching, research, and community service;
- Manage campus’ facilities efficiently and optimally and utilize technology (Smart Campus);
- Student dormitories need to be developed to accommodate USU students during their first year and be equipped with character education programs;
- Managing the canteen and relocating it to be a comfortable place for students and lecturers in different faculties to meet and interact;
- Managing and developing laboratories that can be used for academic activities and research collaborations;
- Schedule maintenance for quality of facilities and infrastructure programs so that the lifetime of facilities and infrastructure remains economical;
- Carry out efficient use of space and soil;
- Improve the quality of comfort, peace, and safety of campus life at Universitas Sumatera Utara;
- Develop policies on the use of information and communication technology that allow the university to carry out its duties professionally and the academic community can work more productively and efficiently;
- Redesigning, building, and implementing management information systems for various aspects of university administration, including academic, staffing, finance, student affairs, alums, planning and cooperation, infrastructure, and library assets administration;
- Develop infrastructural and asset management with adequate information and communication technology facilities to be able to support the entire learning process and management of the university;
- Develop infrastructure and asset management that allows the establishment of a centralized system that can improve the efficiency and effectiveness of leadership and use to support all management and operational activities of the university;
- Maintain and improve the quality and capacity of various infrastructures and facilities capable of encouraging the improvement of the capabilities of multiple programs organized by the university;
- Develop business policies and improve the quality of systems and management of various business units to be able to provide good services and encourage the growth of multiple types of businesses that succeed in becoming alternative sources of income for university;
- Development of facilities and infrastructure capable of supporting the function of the university in the development of culture, science, and technology transfer and as an agent in national economic development; and
- Development of the Bekala Campus in supporting the goals and functions of the university and the university’s strategic plan.
